COCUPP is a non-profit organization that provides enhanced safety and criminal deterrence through DPD's Expanded Neighborhood Patrol Program (ENP). An ENP is a volunteer-run organization that collects membership dues in order to hire fully uniformed police officers in marked squad cars to patrol the Central Oak Cliff area.

COCUPP was born out and mostly operated from within Elmwood, but we hope to also include Sunset Hill, Hampton Hill, South Winnetka, Elmwood, Polk/Vernon, South Edgefield, Wynnewood North, and the areas in between these neighborhoods.

An ENP has ample benefits.
Increased patrol presence at varying days/times throughout the week is an effective deterrent to criminals.
Increased response time - the average response time for a 911 call in Dallas is 10-12 minutes. In the Southwest Division it is 8-10. When a COCUPP police officer is on duty, you can receive a response within seconds to minutes.
Vacation Watch - A police officer can help monitor your home while you are out of town. If something looks amiss, they can contact you, or a dedicated emergency contact.
Construction Watch - If you are doing work on your home, an officer can help monitor your home to deter criminal activity and theft.
Direct contact to police officer- ENP police officers will keep a cell phone that you would have direct access to while on duty.

$400 annually. This money goes directly to paying the officers for their patrol hours, the squad car, cell phone and other overhead costs associated with the running of this program.

Unfortunately, DPD has city wide staffing issues for police officers. A COCUPP membership, which comes out to about $1.09 per day, will allow us to collect the money needed to pay for the officers and the squad car.

There are many ENPs throughout Dallas- North Oak Cliff, Lower Greenville, Vickery Place, Sparkman, Greenland Hills, Cochran Heights, Hollywood/Santa Monica, Merriman Park/University Manor, Munger Place and Forest Hills are a few.
The ENP in North Oak Cliff, North Oak Cliff United Police Patrol, has been operating successfully since 2007 and COCUPP is modeled after them and their success. NOCUPP has over 500 members which pays for 10-11 patrol hours every day of the year. -
